Ahlussunnah wal Jama'ah have agreed on the obligation to appoint a leader for muslimin.
Leadership applies to one of the following three cases :
*1- Shura.* Namely through the election of _ahlul hal wal 'aqd_ from ulama, umara, people in positions, community leaders and respected people in society.
As the leadership of Abu Bakr _Radhiyallahu 'anhu_ who was appointed by way of shura based on ijma'.
Likewise, like the story of the appointment of Uthman _Radhiyallahu 'anhu_ by way of shura from six shahabat appointed by Umar _Radhiyallahu 'anhu_ to choose the next leader.
And like the story of the appointment of Ali _Radhiyallahu 'Anhu_ who was got bai'at by ummat Islam after Uthman _Radhiyallahu 'Anhu_ was killed.
Notes : Democracy is not shura, because it is built on broken foundations;
1. That the law is in the hands of the people whereas in Islam law belongs to Allah alone.
2. Equalizing between Muslim and kafir, men and women, intelligent and stupid. This is because democracy stands on the principle that society is a source of power
*2- Al Istikhlaf.* That is the legitimate leader appoints someone who will replace him later.
This is like what Abu Bakr _Radhiyallahu 'Anhu_ did, who handed over leadership afterwards to Umar _Radhiyallahu 'Anhu._
*3- Al Ghalabah.* That is someone with his strength who succeeded in usurping the power of a country until the situation was under control and led them by Islam law.
When that happens, his leadership takes effect,bai'at is achieved and it is forbidden to rebel against him as the words of Nabi _Shallallahu 'Alaihi Wasallam_: "When you are led by a curly African slave, listen and obey him while he leads you with kitabullah."
So when a person succeeds in becoming a leader in one of these three ways, it is obligatory for a Muslim to pledge his allegiance as a Muslim wali or amir (leader).
